apport-retrace sandbox should allow skipping apt-get update

Bug Description

It'd save some time to be able to skip apt-get update during apport-retrace in a sandbox. It takes a minute or two to hit all the sources, so it'd be a minute or two saved.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
