Bug Description
Some cloud environments may not provide a direct, public IP for each instance. For example, if instances in Azure are grouped into Cloud Services then they get one public IP between them. Our ssh-based commands expect direct access to machines.
We need to support proxying SSH traffic through an API server. This must be configurable, as some providers (e.g. local) may not necessarily have an SSH server available.
