Overview usage data not filtered by default dates

When one opens the project overview page, the date selectors are set to the first day of month to the current date.

What should be happening:
Usage data should be filtered by default by those default dates.

What is currently happening:
Usage data shown is only the usage of the current day.

It is important to fix this since this can lead a user to wrong assumptions regarding project usage.

Obs.: This bug can be verified using the a fix that add the default date filters set on the page (screenshot attached): https://review.openstack.org/#/c/79688/

Don't change the dates, Click Submit

(I notice the URL is now https://[mysystem]/project/?start=2014-03-01&end=2014-03-20)

    Correct default usage filtering on overview page

    On the overview page, the usage data showed by default was not filtered by
    the dates shown on the date selectors. This can lead the user to wrong
    conclusions about resource usage.

    This patch corrects the default filtering dates to match the dates showed
    by default on overview (first day in the month to current date).
