1. Create new environment (CentOS, HA mode)
2. Choose nova-network
3. Add 5 controllers and compute
4. Start deployment. It was successful
5. Start OSTF tests. It was successful
6. Power off first, third and fifth controlles
7. Start OSTF HA tests. It was successful
8. Power on controllers
9. All of them hangs on step "Running RabbitMQ Server"

We still have RabbitMQ 2.8 in our 5.0 repositories, since this ISO was built by Jenkins (judging by its name), it couldn't have included a custom rabbitmq-server RPM. So yeah, a duplicate of #1288831.
