Controller nodes hangs after power off and power on. RabbitMQ Server start failed

1. Create new environment (CentOS, HA mode)
2. Choose nova-network
3. Add 5 controllers and compute
4. Start deployment. It was successful
5. Start OSTF tests. It was successful
6. Power off first, third and fifth controlles
7. Start OSTF HA tests. It was successful
8. Power on controllers
9. All of them hangs on step "Running RabbitMQ Server"

Looks like absolutely the same to #1288831 issue.

TODO find out what version of RabbitMQ was used to submit/reproduce this issue

We still have RabbitMQ 2.8 in our 5.0 repositories, since this ISO was built by Jenkins (judging by its name), it couldn't have included a custom rabbitmq-server RPM. So yeah, a duplicate of #1288831.
