xfce4-power-manager invisible in 13.10 with Lubuntu-desktop

Bug Description

I have been trying various Ubuntu desktop environments & display managers in order to get a satisfactory experience, particularly with power management. Gnome-shell, for example, would resume from suspend stably with lighdm but not gdm, but that meant it would not blank screen or ask for password on return from suspend. So, I decided to try Lubuntu-desktop (with Openbox and lightdm).

Power management settings for this use Xfce4-power-manager. So, when I use the Preferences > Power Manager menu link, or Alt+F2 xfce4-power-manager-settings, I get the error message "Xfce4 Power Manager is not running, do you want to launch it now?" This occurs even if the list of processes clearly shows xfce4-power-manager running. If I click "yes", another instance of xfce4-power-manager starts, but the settings dialogue does not appear. If I again try Preferences > Power Manager menu link, or Alt+F2 xfce4-power-manager-settings, I get the same error message. I can start a dozen separate instances of xfce4-power-manager this way, without ever seeing the settings dialogue!

I just switched to gdm, to see if this had any effect, and the result was the same. Also something has happened with my USB audio device... Now to try something else!

Why is this marked as a duplicate?
 Read the bug report! Xfce4-power-manager IS running, but trying to use
the settings dialogue brings up an ERRONEOUS "is not running" error message.

This is NOT a duplicate of 1242452.

Xfce-power-manager IS running. But attempting to use the settings command results in an ERRONEOUS "is not running" error message.
