1) Steps to reproduce the issue you have observed
Calling the function find_or_create from res_partner.
2) The result you observed
When calling the function find_or_create. Gets inactive partners.
3) The result you expected
Do not get ids of inactive customers.

I run tests for this problem and I want to report that there is no bug, the tests were completed satisfactorily.
