Bug Description

Upgraded keystone to 1:2014.1~b3-0ubuntu3~cloud0, get this error when starting keystone-all:

root@controller:~$ keystone-all
Traceback (most recent call last):
  File "/usr/bin/keystone-all", line 109, in <module>
    config.set_default_for_default_log_levels()
AttributeError: 'module' object has no attribute 'set_default_for_default_log_levels'

This looks like a packaging issue - what version of oslo.config is installed?

Old python libs were installed in /usr/local/lib/python2.7 .. deleted them and used /usr/lib/python2.7 .. rather weird that /local/ has preference over /usr/lib ..
