That's really odd, on an actual system upgrade I have seen this question as
well. However, I cannot reproduce this if I just purge the package, install the
warty version and upgrade to hoary, since these versions ship identical
conffiles. So although I have an (automatically) modified version of this
conffile, this shouldn't cause a dpkg question.

Any idea?

For the record:

- Warty->Hoary changed the conffile to correct a comment
- the installer changes the conffile to setup the console font
- the file is a conffile

A solution is still being discussed.

   * Do not make /etc/console-tools/config a conffile any more since it is
     modified by the installer and causes dpkg questions on upgrades (#6585):
     - debian/console-tools.install: Install configuration file into
       /usr/share/console-tools/.
     - debian/console-tools.postinst: Install config file if it is not yet
       present.
     - debian/console-tools.postrm: Remove config file on purge.
