Stack files are not available in nested stacks

Bug Description

If I create a stack with files, those are not available in nested stacks created in the template, for example when using a AutoScalingGroup. They should be!

    Propagate files in nested stacks

    Share files from the parent template in StackResource, to be able to
    reference files in resources like AutoScalingGroup
