Selecting Restart shows Shutdown button selected

Bug Description
1) Ubuntu Trusty Tahr (development branch)

3) When I click the cog (top right of panel) and then select 'Restart' I expect to see the restart button highlighted as default choice.
4) Instead, the 'Shutdown' button is highlighted.
For a mouse user, it appears only slightly contrary that the default option is the opposite choice. If restarting via keyboard however, the user, having selected Restart, cannot just push enter, which would be the undesired outcome. Instead they must push the arrow key to select Restart and then push enter.
