fwts: lower the level of failure for IP address different before / after S3, S4

Maybe we can lower the level of failure for the Network configurations differ issue that caused by different IP address. This happens when the system connect to a different AP, or the DHCP server assign different IP to it.

FAILED [HIGH] DevConfigDiffAfterS3: Test 1, Found 1 differences in device
configuation during S3 cycle.
