Keyboard layout switcher shortcut doesn't work in lock screen

Bug Description
I know this bug is known, but I couldn't find a report for it.
After the big change in the lock-screen (unity greeter instead of GNOME-screensaver) the bug introduced with 13.10 still exists: While in lock screen, you cannot change keyboard layout by the defined shortcut keys. My specific shortcut for switching keyboard layout is Alt+Shift (right/left). This doesn't work when the screen is locked and I want to enter password for unlocking.
