[HDP] Default value for HDP plugin configuration property 'global/namenode_opt_maxnewsize' should be changed to 200m

In the HDP plugin the default value for the configuration property 'global/namenode_opt_maxnewsize' should be changed from 640m to 200m.

This includes changing the value in default-cluster.template and ambari-config-resource.json for all versions.

Please, add reason for decreasing this value.

The reason for the change is to make it consistent with the HDP stack defaults.
The existing default value was added incorrectly by me and should be changed as per the above description.
