Bug Description
1. Install Ubuntu 13.10.
2. At a terminal, enter "update-manager -cd" to trigger an upgrade to Trusty.
3. At the prompt, choose "Upgrade", and follow the steps.
What happens: A "Debconf" prompt appears with the header "Configuring libc6", listing "Services to restart for GNU libc library upgrade", and containing only a "Forward" button.
What should happen: No Debconf prompt ever appears during an Ubuntu upgrade.
