Move HowTo procedures in CRG into the Cloud Admin Guide

There is still quite a bit of procedural info left in the CRG. At the last design session, it was decided to move the HowTos into the Cloud Admin Guide. This bug will be the umbrella for that work.

    Resorted CRG chapters and added IPv6 config to CloudAdminGuide

    Config Ref now has sorted chapters (matches CLI chapters). IPv6
    edited and moved to Cloud Admin Guide. Moved networking sections
    into networking directory.

    Moved console access and ServiceGroup config to Cloud Admin

    Moved console access and ServiceGroup HowTo info from the CRG
    to the CAG. Added memcache driver to ServiceGroup section. Brief
    edits on all.

    Removed HowTo quota procedures from Config Reference

    The exact same section with procedures and descriptive table (not options) is already in the Admin User Guide.

    Restructured Compute chapter in Cloud Admin Guide

    Reduced number of upper-level sections. Renamed 'Volumes' section to 'Manage Volumes'. Shifted a number of admin sections into 'System administration', and moved conceptual sections into 'System architecture.
