change of ruler's units is not persistent (won't stay changed after restart)

While changing ruler (and document) units e.g. from pixels to mm it won't last after inkscape restart.

Document settings are saved per document - they are not global settings affecting new files unless changed in the default template.

Based on comment #2, is this a "won't fix"?

Closing for project 'Inkscape' - not a bug (works as implemented). The ruler units are based on document properties (per file), not on a global preferences setting. For existing Inkscape documents, this is based on information stored in the Inkscape SVG file; for new documents the ruler units are based on the information in the specific document template used for the new document).
