test_create_backup should be decorated for image service

Internally all nova boot test depends on an image store,
Do you have some kind of special nova backed which does not uses image service ?

@afazaekas - Tempest already includes a toggle for testing the image service. I presume its purpose is to allow users to speed up tests or perform limited testing of components without the image service being available.

The nova-docker drive USED to operate semi-independent of Glance, but it now has deeper glance integration.
