"Cancel" button moves once authorization page loads

Ubuntu Trusty r188

1. Go to System Settings > "Accounts".
2. Under "Add account:", choose an account type.
3. Wait for the authorization form to load.

What happens:
2. The "Cancel" button appears near the top of the screen.
3. The button moves to the bottom of the screen.

What should happen:
2. The "Cancel" button appears at the bottom of the screen.
3. The button does not move.
