Set glance_backend: swift in user.common.yaml

Get default_store = file in glance-api.conf

more global_hiera_params to squash, looks like:

# grep -r glance_backend *
data/hiera_data/user.common.yaml:glance_backend: swift
data/hiera_data/user.compressed_ha.yaml:glance_backend: rbd
data/README.md: + *glance_backend* Selects the backend that should be used by glance
data/class_groups/glance_all.yaml: - "glance::backend::%{glance_backend}"
data/global_hiera_params/common.yaml:glance_backend: file
hiera.yaml: - "glance_backend/%{glance_backend}"
