"Display language" icon is huge and has a border around it

Bug Description

Ubuntu Trusty r188

1. Go to System Settings > "Language & Text".
2. Look at the first item.

What you see:
* The icon is much taller than the text.
* The icon has a border around it.

What you should see:
* The icon is about the same height as the text.
* The icon has no border around it.

Thanks Matthew, the "ubuntu-shaped-rectangle" shows the space allocated by the standard widget to the icon ... do you recommend just using an icon with more empty-space on the outside and the logo in the middle?

Do you know who in design could provide us an icon/how we should file such requests?

(dropping the border is easy, I'm going to start by doing that, we still need a better icon though)

Is the icon a scalable one? If so, could you just make it 50% the size it is now? If not, this bug involves ubuntu-themes too.
