Bug Description

If we do not provide local secondary indexes in create_table request body we do not expect presence of 'LocalSecondaryIndexes' key in create_table response.

    Get rid of empty secondary indexes in create_table

    Remove local_secondary_indexes from response in case when
    local_secondary_indexes were not in request.
