tab completion doesn't propose files when path starts with a tilde (~)

Bug Description

When the path starts with a tilde (~) tab completion doesn't propose files. It works fine with bash 4.2 and is a regression in 4.3.

TEST CASE:
1. Open a terminal and type:
$ cat ~/.b<TAB><TAB>

ACTUAL RESULT:
Only directories are proposed. Completion works fine with an absolute or relative path instead of '~'

EXPECTED RESULT:
Directories and files are proposed
