network indicator's wifi toggle can get reversed

Bug Description
On image r219, the network indicator's wifi toggle checkbox can get its meaning inverted, so that off means on, and on means off.
Steps to reproduce this:
1. To start, make sure wifi is off.
2. Pull down the network indicator and tap the wifi toggle to turn it on.
3. While the network list is loading, tap the wifi toggle again to turn it off.
If executed correctly, the wifi toggle should now do the opposite of what it normally does.
This no longer happens in r222, because all the indicator pull-downs now automatically roll up after tapping anything... so it's impossible to toggle wifi during the critical moment when it can get reversed. (however, the auto-rollup behavior is annoying so it's probably still a good idea to fix the toggle to make sure it can't invert due to bad user timing)
