It should be obvious how to upload a branch

When listing branches, users only see a "Register a branch" link. It's not obvious how to upload -- not just a link at the very bottom of the help text on the register-branch page.

I think this would be enough to catch most people:

* add a link to https://help.launchpad.net/CreatingAHostedBranch below the Register a Branch link when viewing (at least) your own branches
* put some text (with a little colored background or something to draw attention to it) at the top of Register a branch to the effect of "Wait! This page is for referencing another bzr branch already on the 'net. Want to upload? See _____"

The user when registering a branch can now choose what type of branch they want to create, and for hosted branches, the push location is shown with a full command line example. See bug 133599.
