ClaimedReturned checkin to generate new overdue fines

This is a wishlist item.

When a checked out item is claimed returned, overdue fines stop accruing, sometimes before reaching the maximum fine. When the item is found and returned, no new overdue fines are generated. It's good to have an option to generate new overdue fines if the maximum fine amount has not been reached. A library setting similar to "Lost Checkin Generates New Overdues" will make it optional.

Depending on where the item is found, inside the library or returned by patron, overdue fines may be wanted or not. There should be prompt asking whether overdue fines should be generated.
