Task create should return 'Location' header

Bug Description

When creating a new task, the api correctly returns a 201. However per spec it should also return a 'Location' header with the URI to the newly created resource. Currently it does not.

    Include Location header in POST /tasks response

    In addition to returning a 201, a successful POST to /tasks
    should include a Location header with the direct path to the
    newly created resource.
