Here's manifest the build uses: https://android-build.linaro.org/jenkins/job/linaro-android_flo-aosp-master/73/artifact/build/out/source-manifest.xml

It has:

<remote name="aosp" fetch=".." review="https://android-review.googlesource.com/"/>

as the only remote. So, I'm not sure how well `fetch=".."` thing works. It means that base URL for that remote should be resolved relative to manifest's location, right? But do we have other successful builds which use such notation?

One issue is that manifest rewriting definitely doesn't work with such fetch spec, so not the optimal fetch scheme can be used, which may account for fetch failures.

This manifest is from the AOSP master branch and we don't modify anything on this manifest. It was working well to a certain point of time and then started failing. Here is one of the successful build:
http://snapshots.linaro.org/android/~linaro-android/flo-aosp-master/56/source-manifest-ann.xml

This issue was resolved by supporting rewriting of manifest which relative fetch spec. Few latest builds of https://android-build.linaro.org/jenkins/job/linaro-android_flo-aosp-master/ are green.
