rename of logs on logs.o.o is confusing for developers

Its misleading for developers when they share a URL such as http://logs.openstack.org/09/68409/9/gate/gate-tempest-dsvm-large-ops/744ff5e/console.html#_2014-02-19_00_54_54_075 only to find 'File Not Found' a week later, when in really the file just moved to http://logs.openstack.org/09/68409/9/gate/gate-tempest-dsvm-large-ops/744ff5e/console.html.gz#_2014-02-19_00_54_54_075

The best solution to this is to compress everything before upload in devstack-gate.
