Bug Description

In distributed installs (2 swift proxy nodes, 3 swift storage nodes) using

openstack::swift::proxy on the proxy nodes

openstack::swift::storage-node on the storage nodes

/etc/swift/swift.conf gets created on the proxies, but not on the storage nodes. Which makes all storage node swift services fail
