Entering "Carrier" screen doesn't search for networks

Bug Description

Ubuntu Trusty r188
Ubuntu 14.10 r22

1. Go to System Settings > "Cellular".
2. Set "Choose carrier:" to "Manually", if it is not already.
3. Choose "Carrier".

What happens: The resulting screen is static.

What should happen: "Whenever you visit it, the 'Carrier' screen should initially contain a spinner and the caption 'Searching'." <https://wiki.ubuntu.com/Networking#cellular-carrier>

The spinner and "Searching" does appear if I tap the "Refresh" button that shouldn't be there (bug 1287273). So the problem is actually that entering the screen doesn't trigger the search.

fixed by Ken with qofono changes
