1. Go to System Settings > Wi-Fi.
2. If Wi-Fi is on, turn it off.
What you see: "Auto-join previous networks" by itself.
What you should see: A "When Wi-Fi is on:" introductory label.

Without an introductory label, it's unclear that the setting works only when Wi-Fi is on.
