resource-type-show doesn't work on template resource

$ heat resource-type-show AWS::RDS::DBInstance
ERROR: type object 'TemplateResource' has no attribute 'properties_schema'

We should handle template resource specifically to make it work.

    Include environment resource in documentation

    Generate a specific environment directory with the content of the Heat
    etc/ directory to include global template resources in the
    documentation.
