Language switching shortcuts don't work in the Unity greeter screen

Bug Description

Hotkeys configured in the system Text Entry settings for keyboard language switching (e.g. Ctrl+Shift or CapsLock) don't work in the Unity greeter screen.

Steps to reproduce this bug:
1. In the system Text Entry settings:
  1a. add two or more languages to the input sources list (e.g. English and Russian);
  1b. Set hotkeys to switch sources (e.g. Ctrl+Shift or CapsLock).
2. Reboot or just log out.
3. In the Unity Greeter screen (logon screen) try to switch keyboard layout language using selected shortcut.

Expected: keyboard input language switched
What happened instead: keyboard input language didn't switch

Ubuntu versions affected: Ubuntu 13.10, Ubuntu 14.04 (daily builds)
unity-greeter versions: 13.10.3-0ubuntu1, 14.04.3-0ubuntu2

affects: gnome-settings-daemon (Ubuntu) → unity-greeter (Ubuntu)
