Bug Description

The search/action buttons should be next to the panel as the menu is on the top panel
These 2 lines should be added to /etc/xdg/xdg-xubuntu/xfce4/panel/whiskermenu-1.rc
position-search-alternate=true
position-commands-alternate=true

Is the lack of a default bottom panel intentional?

The lack of bottom panel is intentional and is part of the new panel layout (that was first proposed and later voted on in a community meeting).

I also linked the proposed whiskermenu defaults (which has one of your options set to true, one to false).

actually i think i like it that way more :)
the logout stuff is at the bottom of the classic menu so that makes sense
although the settings manager was at the top...
it is a better use of screen space that way at least

  * Disable scroll-to-switch-workplace and scrolling to shade a window since
    these were confusing users
