Master Sync needs to deal with x2 /2 bpm situations

Bug Description

70 bpm should sync with 140 bpm. Probably, test to see if the delta rate for x1, x2, and /2, and pick whichever is the closest delta after accounting for that multiplier.

ie, delta from 70 to 140 is 0 if you x2.

Oh, this is hard because master sync quantization (beat percentage calculations) will have to take this multiplication factor into account. hm.

This is too hard for 1.12, pushing it back.

Is there any progress on this? I'd like to take a stab at it if I knew where to look. I like I am sure most of us categorize my songs exactly as the BPM is (i.e. snare on second and fourth beat dictates the BPM). I think this should be pushed a little higher considering mixing songs at /2 or x2 BPM is quite necessary.
