scrolling full page faulty on handelsblatt.com

Bug Description

I am not sure if this is a bug in FF or faulty web programming on the part of handelsblatt.com but I come across it often enough (and IIRC also on other than the mentioned site) that is annoying.

steps to reproduce:
1) visit http://www.handelsblatt.com/politik/deutschland/krisenstaat/9546944.html
2) scroll down with PgDn
3) notice that some lines have scrolled off the screen that were not visible neither before and after the scroll

The scroll is too far, one has to go back up a few lines with the up arrow.

Launchpad sometimes exhibits a similar behaviour were upon entering the page and paging down the page ends up at "End", the end of the page.

Unlike bug 1288554 which seems to be fixed, this particular problem is still present in 46.0.1

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version.

When you test it and it is still an issue, kindly upload the updated logs by running only once:

apport-collect 1286537

and any other logs that are relevant for this particular issue.

I no longer use FF as my main browser (too many bugs like this one).

JFTR, I just revisited this ticket and tried to reproduce it in bionic with FF 56 and was unable to.

It's quite well possible, of course, that it's simply the page that changed and the underlying problem in FF is still present. I don't know and won't investigate any further.
