Cannot create a lineitem alert/note from a provider’s note

There currently is not a way to create a lineitem alert from a provider note.

It is possible to have a provider note carry over to Evergreen via the Provider’s Attribute Definitions. However, it would come in as a lineitem attribute, which means staff would see it when viewing the full lineitem attributes (accessible by clicking on the Title for the lineitem / the same link that allows staff to view the MARC record for the lineitem).

It would be nice for Evergreen to create real lineitem notes (accessed from the Notes link in the PO interface) from the provider attributes.
