Overlapping IPs is disabled in neutron.conf

We have Ubuntu (with namespaces) and Neutron with vlan segmentation. So we don't have any reasons to disable overlaping IP's in neutron.conf. But it disabled by default so it doesn't work. I think we should enable it during the deployment.
