Static injection pure IPv6 address will throw exception in vmware driver

With use vmware center dirver in nova, and set flat_injected = True to static inject pure IPv6, from code, this function still not be implemented, but it shoud not throw excepption, when the network_info is one pure IPv6 information, it will impact nova compute service work.

    IPv6 injection function still not be implemented, but it should not
