User-defined alarms do not start for all tenants

The patch https://review.openstack.org/#/c/70852/ missed a place in service.py (https://github.com/openstack/heat/blob/master/heat/engine/service.py#L239) where the function call should have had its arguments updated to keep the same behavior.

This would lead to alarms only starting for certain tenants, but not all of them.

The subject/description should describe how this would manifest itself in a Heat deployment to help people who run into this bug. Something like "User-defined alarms do not work for all tenants"
