Bug Description
Step to reproduce:
1. Create master node group with namenode and jobtracker processes.
2. Create slave node group with datanode and tasktracker processes.
3. Create cluster with one master node group and three slave node groups. Set replication factor 3
4. Scale down slave node group.
Actual result: Cluster error
Expected result: Validation error
