Bug Description

In Ubuntu, VPNaaS is packaged in neutron-plugin-vpn-agent and the Upstart service name is neutron-plugin-vpn-agent

puppetry currently has:

    $vpnaas_agent_package = 'neutron-plugin-vpn-agent'
    $vpnaas_agent_service = 'neutron-vpnaas-agent'
