Steps to reproduce:
1. Deploy cluster with any configuration.
2. Go to support page on Fuel UI.
3. Download the already generated snapshot.
4. Try to un-tar and open it.

Expected result:
Snapshot is not generated by default, it`s generated upon clicking "Generate diagnostic snapshot" button. The generated snapshot is valid, can be opened, contains logs.

Actual result:
Snapshot is already generated. Cannot be un-tarred\opened (as is shown on screenshots).

Need diagnostic snapshot that does get correctly created to investigate attached to bug report.
