Bug Description

In 14.04, I believe after the update adding "Locally Integrated Menus" (Which I love!)... the ability to lower (and raise) a window (which defaults to middle mouse button) is removed, I believe this is an un-intended regression.

The option for lowering a window still remains in Unity Tweak Tool, but it no-longer has any effect.
