--cacert and --insecure are ignored when using Endpoint/Token auth

Bug Description

The initial identity client has two paths for creation, one when endpoint/token is used for auth and one for user/pass etc. When token/endpoint is used insecure and ca certs from the command line are ignored.

    Use cacert values when creating identity client

    These were ignored when the client was created with a username and
    password.
