Bug Description

If an exception whose message has been translated get all the way into horizon.exceptions.handle, a UnicodeEncodeError will be thrown for the logging calls. This can be avoided if the exceptions are cast into a unicode before-hand.

    Accept translated exceptions in exceptions.handle

    If an exception with a translated message is thrown into
    horizon.exceptions.handle, a UnicodeEncodeError is thrown in logging calls.

    Also added in a test for this behavior.
