Climate not working with last oslo.messaging release

As https://github.com/openstack/oslo.messaging/commit/e9821fe602344c6e755a1510ddd60f7ed0f09853 got merged to oslo.messaging master, there are duplication option errors while rpc working.

That looks like oslo.messaging error, cause there are updates for it, but no for oslo-incubator

After https://review.openstack.org/#/c/76300/1 will be merged, we can simply update our sslutils module

Anyway, we should update sslutils module only when oslo.messaging will create new release.
One more solution is just to remove it, if it's not used.

Finally oslo-incubator patch was merged and oslo.messaging was released.
I'm in process of updating sslutils in Climate

    Update openstack.common with latest oslo-incubator

    openstack.common was updated with the latest oslo-incubator changes.
    rpc and notif were manually removed. DB layer was modified to adapt
    to the changes done in Oslo. '# noqa' was also removed from imports.

    Also after new release of oslo.messaging appeared, we also needed
    to update openstack.common to make Climate work with oslo.
