login ignoring /etc/environment

Bug Description
If global variables are set in /etc/environment these settings are ignored loging in. Assume /etc/environmet holding proxy informations:
ftp_proxy=http://
http_proxy=http://
https_proxy=http://
I'd assume these information exported in an users shell:
# export
[...]
export ftp_proxy=http://
export http_proxy=http://
export https_proxy=http://
Since short this isn't the case any more. Settings in /etc/environmet are just ignored (or read, but not exported).
