Analog clock doesn't update after tz change

Bug Description
Have phone on a random timezone like GMT-5
Boot phone and open clock.
Observe time is 1pm
Go to system settings and change timezone to something else, for example GMT+0
Go back to clock.
Observe that digital time is set correctly, but the analog hands show incorrect hour.
As time passes the analog minute hand updates but the hour does not. The digital clock is still correct some 20 mins later.

This has been fixed in the new clock app. The fix unfortunately cannot be backported easily since we need to introduce c++ plugins in the old clock app which will require a ton of fixes to the cmake files and so on which is not worth the effort considering that the new clock app will replace the old one in the near future.
