The file etc/nova/cells.json in the nova repository is invalid JSON:

$ python -mjson.tool ./etc/nova/cells.json
Expecting property name: line 9 column 5 (char 240)

    Remove trailing comma from sample JSON

    The etc/nova/cells.json sample configuration file contains a trailing
    comma on some elements. This is a syntax error, this change corrects the
    problem.

Since the 1.0 API is no longer supported, I think this bug should be triaged as invalid.
